Primary Care Trusts are now focusing on commissioning health services for their local populations and are in the process of divesting their responsibility for being direct providers of services.

In Hertfordshire, the “Provider Services” of the PCTs are now an Arms Length Trading Organisation known as Hertfordshire Community Health Services, and are moving towards becoming a separate organisation in their own right.

This consultation paper on the Hemel Birth Unit (HBU) has been prepared by NHS West Hertfordshire - the Primary Care Trust (PCT) for west Hertfordshire. The PCT has the responsibility for commissioning health services in the area, with other bodies, such as hospitals, providing the actual services. This means that the PCT is responsible for commissioning safe, high quality maternity services for women and their families

The PCT’s are committed to ensuring that all the providers within Hertfordshire deliver the commitment to eliminate mixed sex accommodation by December 2009. this plan sets out the overall approach being taken by the PCTs to ensure that all providers meet the commitment by the deadline.

West Hertfordshire Primary Care Trust and East and North Hertfordshire Primary Care Trust recognise this and are committed to working in partnership with the voluntary sector to provide alternative options to statutory and private sector services.
